    The goal of our Personal Care Options Program (PCO) is to enable elderly and/or disabled clients to live in the comfort of their own homes and achieve the highest level of independence possible. Our clients have the choice and flexibility as to how their care is delivered. Our non-medical home care service improves the quality of life for clients. We are an approved Medicaid provider in Arizona and New Mexico and also provide private pay services for those that are not eligibility for Medicaid.     Native Resource Development Company is a local success-story that was started from scratch on the Navajo Nation over 25 years ago by a Navajo woman, Ms. “Penny” Emerson.
    Penny grew up on the Navajo Reservation and was encouraged by her mother and father to pursue a good college education. Her parents both worker for the Indian Health Service, as a nurse and facilities engineer. After graduating with a degree in Hospital Administration, Penny spent 15 years administering health and human service-oriented programs for the Navajo Nation and for other Native American Tribes in the western US. Then, in 1990, she recognized a huge unmet need on the Navajo Nation – the problem of transporting elderly and disabled patients to their medical appointments. To address this need, Penny put her education, experience, and entrepreneurial spirit to work, incorporated “Native Resource Development,” opened an office in the Navajo Nation Capital in Window Rock, Arizona, and started providing non-emergency medical transport services to her first patients. The company’s transport fleet became well-known and easily recognized due to the Navajo wedding basket logo on the doors of each vehicle.
    After seven years of operation, in 1997, Penny moved her business headquarters to Gallup, New Mexico and was soon approached by a local business person who wanted to sell a small business that provided housekeeping services for a dozen homes in Gallup. Penny acquired the company and soon added various commercial accounts, and changed the name to “Reliable Janitorial Services.” Today RJS has evolved into Integrated Facilities Services and operates a robust portfolio of custodial and food service contracts from coast to coast, including hospitals/medical clinics, professional office buildings, commercial/industrial sites, and military/government facilities.
    In 2003 Penny opened a home care division, known as “Quality Home Care” that provides in-home living assistance to low-income, medically fragile elderly and disabled individuals, a service that enables them to remain in their own homes and avoid the trauma and high cost of placement outside the home.

    “Native Resource Development Company, Inc.” has grown into a diverse service company that employs over 500 workers.
    The company is certified by the US Small Business Administration as SDB (small disadvantaged business), HUBZone, Native American and Woman-owned. In 2007 the company was recognized by the SBA with an award as the “Service Company of the Year.” During the 2013 New Mexico Small Business Week, Penny was awarded​ the Women in Business Champion of the Year​! Ms. Emerson is a role model and source of inspiration to young Native women and men who seek to pursue a life in business, and she is a regular speaker at conferences and workshops. Penny has received numerous awards and recognitions, including Girl Scouts of America “Lifetime Achievement Award,” gives her time generously through service on Boards of Directors for educational, non-profit, and community organizations, and she has initiated and funded scholarship programs to support the education of Native women in health professions.     We know you have many options when it comes to choosing a transportation provider. That is why we are committed to providing 2 qualities patient’s demand: safety and on-time appointment delivery. Our Transportation Division has integrated the following in our program to help us meet these standards:
    • Vehicles are equipped with GPS Fleet Tracking systems for the safety of our customers, drivers and the community.
    • Vehicles are visually inspected for safety and cleanliness daily and before each trip.
    • Vehicles are regularly serviced and maintained by licensed mechanics.
    • Vehicles are fully insured.
    • Vehicles are inspected annually by the Arizona Department of Weights and Measure (AZDWM).
    • Our drivers are CPR and First Aid certified and required to complete Defensive Driving training.
    • Our drivers are background checked and are required to maintain a clean Finger Print Clearance Card by the State of Arizona.
    • Driver performance is regularly evaluated by the company’s Quality Control inspector.
    • NRD provides 24 hour emergency on-call road assistance for all our vehicles in the event of a breakdown.

    Request a Ride Call 1-888-878-RIDE (7433) to speak with our friendly customer service representatives. They will check your eligibility, verify your appointment time and location, verify your home address, and check availability of drivers.     1. How do I schedule a transportation trip?
    Call 1-888-878-RIDE (7433) to speak with our customer service representative. They will check your eligibility, verify your appointment time and location, verify your home address, and check availability of drivers. You will receive a confirmation of your pick up time once the trip is schedule.

    2. How can I find out if I am eligible for transportation?
    If you are receiving Arizona Long Term Care System (ALTCS) or Arizona Health Care Cost Containment System (AHCCCS) benefits, Native Resource Development can check your eligibility in a matter of minutes. Simple call 1-888-878-RIDE (7433) and provide our customer service representative with your Date of Birth and Social Security Number or AHCCCS ID number.

    3. How do I apply for AHCCCS?
    You can visit any Department of Economic Security (DES) office, visit any Indian Health Service (I.H.S.) facility and see the benefit coordinator office or apply online at www.azahcccs.gov/applicants.

    4. What if I am not on AHCCCS or ALTCS?
    If you are a Workers Compensation or Purchase Order client we will need a referral from your case manager for transportation services. Referrals can be faxed to 1-505-726-0159.

    5. How do the recent State of Arizona budget cuts affect me?
    As of October 2011, the State of Arizona implemented stricter guidelines on what services will be approved for transportation. This includes restricting the types of diagnosis patients are seen for, limiting the number of physical therapy sessions in a year, and requiring patients to make efforts to receive services at their closest medical facility. As a result, certain trips may not be approved for transport or may require additional supporting documents before the trip occurs. A list of covered diagnosis can be found at the AHCCCS website at www.azahcccs.gov.

    6. Why is my transportation request being denied?
    Native Resource Development would like to complete all trips but on occasion some trips may not be possible. Many factors may contribute to the reason a trip is not possible. The diagnosis may not be covered by AHCCCS, the facility may not be the closest facility, eligibility may have expired or the driver’s schedule may be full. We will do our best to explain why a trip was denied. To ensure your trip is approved, call to schedule your trip as far in advance as possible, gather supporting documentation from your health care provider and maintain your eligibility.

    7. Why do you need to know my specific diagnosis?
    Arizona AHCCCS has restrictions on what diagnosis are approved for transportation services. Our customer service representative must verify the diagnosis prior to the trip to ensure your trip is approved. A list of covered diagnosis can be found at the State of Arizona AHCCCS website at www.azahcccs.gov.

    8. Do you transport for Dental?
    We are only able to transport for Dental for children under the age of 18 years old.

    9. Why is Dental for Diabetic not covered?
    Currently, AHCCCS does not cover this service as it falls under dental for adults.

    10. Do you transport for Eye appointment?
    Yes, we would need a specific diagnosis though, as transport for cataract checks and Diabetic eye exams are covered, but routine eye exams are not covered, except for children under the age of 18 years old.

    11. How come Podiatry is not a covered service?
    As of October 2011 AHCCCS eliminated that diagnosis, so it’s no longer a covered service. We do, however, transport for foot surgeries that are not under podiatry.

    12. Will we be the only patient that will be transported on the day of our appointment?
    We provide services to numerous customers and on occasion you may have to ride with other individuals to ensure everyone makes it to their appointment on time. We do our best to minimize the number of patients riding together.

    13. Can I make a request on who drives me?
    We will do our very best to accommodate your request for drivers, however, depending on the overall scheduling needs driver request may not always be possible.

    14. Who can I speak to regarding a concern or complaint?
    Native Resource Development strives to provide the best service possible. If you experience issues with your transportation service you can request to speak to the on-site Supervisor or the Transportation Manager.

    15. Is your company hiring drivers?
    Hiring drivers is based on the number of clients requiring transport from a given community. You are more than welcome to fill out an application to be placed on file for 6 months. If need arises in your community your application will be added to the interview pool for review. We are always looking for safe and courteous drivers, age 26 and over with a clean driving record.     16. Do you transport in New Mexico?

    Yes, Please send an email with your name and phone number to transport@nrdci.com and someone will call you back within 24 hours (except weekends) to schedule the ride. Optionally you can include the following information to speed up your request:
    • Patient’s name
    • Diagnosis (medical reason for transport)
    • Appointment date, time, location and medical provider’s name
    • Directions to your pick-up location
    • Name of person accompanying patient (if any)
